The sculptor or gcreatorh so to speak of my girls gElena and Mimi13h is listed as gZoukei-mura inc.h and the makeup supervisor is listed as gSaifah. So who is Zoukei-mura? Who is Saifa?

Zoukei-mura is the name of the group of artists/scupltors that works for Volks. Saifa is a faceup artist that works for Volks.
I'm sure you could get a more detailed response than this from the Volks experts on board, but there you have it ;)
The creator of Mimi13 is one of the Zoukeimura master sculptors, Takashi Kitamura. I haven't seen which sculptor has been credited for Elena though. :)

I think Zoukei-mura means something like Molding Village. (I'm sure those who know Japanese will correct me if that's wrong!)
It represents the whole of Volks artists, I believe (as Nittikin says!)

Volks themselves have several 'subsidary' companies that work with/alongside them -- Zoukeimura is one of them. :D As Janne mentioned, it means something like 'molding' or 'modelling' village, in the sense of a small village or community devoted to modelling or creating molds, etc.
From what I'm aware of (please do take all my knowledge with a grain of salt, I get much of it second or third hand from Japanese friends or Japanese websites) Zoukeimura handle a lot of the actual hands-on creation and sculpting of Volks SDs, as well as their model kits and that sort of thing.
They also have another subsidary company called 'Virginal Art' which (again, from what I'm aware of) is devoted more to the artistic side of things, the designs of their creations, and also is where most of their faceup artists are employed.
Volks' most well-known SD designers (most of whom usually do faceups as part of that) are usually named in the creation of their SD -- Saifa is one of them, some others include Mikey, Kyon, K.Mayura, aone, ciera, to name but a few. However they tend to keep the information about who actually designs what sculpt a little more private, and almost all sculpts are simply listed as being designed by "Zoukeimura". Sometimes by asking around or by reading some of their other available information (such as the SD Bible) you can find out the exact sculptor of individual sculpts though. I'm not sure there is any real definitive list anywhere however. Akihiro Enku is known as their main sculptor (he started the whole SD thing, really, and still heads it all up as far as I'm aware) but beyond that it's hard to get to find out the individual sculptor names! :oops
(But yay for nena for knowing who did Mimi13 at least! :D)
